I express a belief, based on a reasoned and studied professional judgment, that this case involves one or more of the following questions of exceptional importance:

  1. Whether a decision of a panel of this Court that initiated this proceeding sua sponte and then retained jurisdiction while assigning fact finding to a Special Master should be the final decision of the Sixth Circuit without any form of appellate review.
  2. Whether the panel validly vacated an order permitting an international extradition to go forth in an historic case on the ground that government attorneys committed a "fraud on the court" by their good-faith reckless disregard of certain relevant documents during discovery.
